redesigned web page navigation layout

yea so I just changed the navigation links to fit the buttons we have on the bottom of this form and out them at the top of every web page including the homepage. Let me know what ya think, is it easier or harder to navigate? Comments are always welcome as feedback is appreciated on everything done in SEF.
